Just finished watching this little gem right now... It's pretty bad at times, but it also has its charms, namely the combination of the Biker/Blax genres, and the all NFL cast. Yes, that's right... all of the Black Six (the protagonists/biker gang) were former NFL players. It suffers from some common issues (poor editing, ridiculous line delivery, dropped frames, etc.) all of which ultimately make the film MORE watchable, as they make it somewhat hilarious. Aside from that, the characters are all pretty cool, and the music is excellent.
This film is available in several of those public domain type releases from companies like Brentwood, for ridiculously low prices. I got it in this set: BLACK VENGEANCE

As soon as I read you'd seen this on trhe other forum, I popped over here for the low-down.
Haven't seen this yet, but from your description it sounds like one of the more low-end (budget wise, quality is subjective)types. That's not a bad thing at all, some of the more entertaining ones (like BROTHERHOOD OF DEATH) are dirt cheap.
That rough around the edges quality lends these things charm.
